The reconstruction strategies have been here retraced according to three lines of reflection. First of all, we should highlight the
political approach and the creation by the Region of the Extraordinary General Secretariat. The technical-scientific moment of
reconstruction was to be resolved in "federalist" terms. Secondly, the issue of counter-information has been addressed
focusing on "Friuli, a people from the rubble", Udine 2016. The most advanced aspects of the militant criticism have been
examined. They are important because they involved the whole Friuli church and summarized de facto instances from the "people of the tents."
In the third place, we need to focus on the success of the reconstruction process as a model to imitate and a execution punctually completed.
The work carried out by the Region has also been acknowledged at an international level, especially in the research that the Bavarian Robert
Geipel of the Technical University of Monaco developed during his ten year work on the field. His studies and those of his collaborators
explain the Friulian experience within the frame of the disaster theory, integrating Emanuele Chiavola's point of view and pragmatism, while
he was director of the Secretariat.
The necessarily brief discussion is submitted to a strict verification: the voice of the protagonists of that season.
The approach of Roberto Dominici, at the time regional minister of reconstruction, can be summarized as follows: the political choices (the decision
by Aldo Moro to entrust the Regional government with the management of the rebirth and the so-called "seismic compromise", ie the
collaboration agreement between the opposition and majority) together with a technical leadership (the establishment of the Extraordinary
General Secretariat and of the Central Operational Office managing all "consolidated contracts") have led to the success of the reconstruction
in the earthquake-hit zone.
There is a double meaning in Duilio Corgnali's testimony, former Secretary of the Coordination of tent city. On the one hand he witnesses fears
and suffering of the population, on the other hand he states the commitment of the church to support the "hope" in the rebirth. In this perspective,
the figure of Alfredo Battisti, bishop of Udine, has a central role, because as an interpreter of the "Church of the people" he discussed and
dealt with all political forces.
A summary of the design and the material execution of the "Friuli model" has finally proposed by Ferruccio Saro, Mayor of Martignacco
1975-1985 and representative of the Socialist Party in the UOC. It focuses mainly on the figure of Emanuele Chiavola, emphasizing his (undisputed)
technical competence together with his (often overlooked) political skills, as already recognized by Luciano Di Sopra. The agreement with the
Regional President Antonio Comelli was one of the reasons for success, acknowledged by most international voices and indicated as an example to
imitate, if possible, in its most general lines.
The role of the public insistution and its performers in this further investigation is finally recognized and brought to the attention of those
who now have to manage a new time of emergency.
